The Building Performance Colorado (BPC) program has two distinct requirements for owners of buildings over 50,000 sq. ft.: Annual Benchmarking (Reporting) and Greenhouse Gas Performance Standards (Reductions).
While benchmarking is an administrative task, meeting the 7% Reduction Target (2026) requires active energy management, capital planning, or strategic adjustments.

Building Performance Colorado FAQ

Standard Benchmarking: For simple annual reporting (June 1 deadline), we offer flat-rate packages starting at $500/building.
Consulting & Audits: If you are missing the 7% reduction target, you need an ASHRAE Level 2 Audit to file for an adjustment. We provide transparent proposals for these audits, typically ranging from $0.25 - $0.50/sf.
Your building needs to achieve its 7% Greenhouse Gas (GHG) reduction during this calendar year. If you wait until the reporting deadline to check your status, it will be too late to reduce your usage, and you may face automatic non-compliance.
This individual must hold a specific credential, such as a Professional Engineer (PE) or Certified Energy Manager (CEM). Sheehan Engineering has licensed PEs and CEMs on staff who meet all state requirements to sign off on your audits and adjustment applications.
This requires an ASHRAE Level 2 Audit to prove that you have done everything cost-effective. We handle the engineering analysis to justify your request to the Colorado Energy Office.
- First Violation: Up to $2,000.
- Subsequent Violations: Up to $5,000 per month.
These fines can accumulate monthly until compliance is achieved. Investing in a Gap Analysis now is significantly cheaper than paying monthly state penalties in 2027.
